Mayor de Blasio announces the appointments of Maria Torres-Spring as head of city Small Business Services and Dr. Ramanathan Raju as head of Health and Hospitals Corp.
The city’s new small-businesses boss will work to ease “punitive” fines that have crippled borough firms, Mayor de Blasio said Tuesday.
De Blasio named Maria Torres-Springer, formerly a top official at the Economic Development Corp., to head the Department of Small Business Services and also tapped Dr. Ramanathan Raju to run the Health and Hospitals Corp.

He made a point of condemning former Mayor Michael Bloomberg’s policies, which many shops complained included high fines for tiny infractions.
“Our small businesses were struggling to begin with. They did not need overly aggressive enforcement and overly punitive fines,” the mayor said.

Raju, who began his career at Lutheran Hospital in Brooklyn, has been running Chicago’s hospital system.
