City, Teachers Union Reach Preliminary Contract Agreement


Mayor Bill de Blasio this afternoon announced the city has reached a nine-year, preliminary contract agreement with the city’s teachers union.


Under the deal, teachers will receive a retroactive 10 percent raise over the next seven years.


The agreement also includes some financial incentives for teachers who stay in “hard to staff schools” or take on more responsibilities.


Mayor de Blasio said the contract was fiscally responsible and respectful of teachers.


“And what we’ve achieved here is not only the end of a stalemate and settling of important issues, the beginning of a time of stability, but we’ve also set forward on the path of reform, introducing an array of crucial reforms that position New York City schools to succeed in the 21st century,” de Blasio said.


In addition to pay, the agreement sets forth a new set of reforms. Among them, an expanded definition of sexual misconduct to include behaviors like inappropriate touching or texting.


City officials say it will make it easier to fire teachers who engage in predatory activity.


There will also be a new process of evaluating teachers placed in so-called “rubber rooms.”


The agreement must still be approved by the union’s full membership.


The teachers’ previous contract expired in 2009.


The United Federation of Teachers had been looking for more than $ 3 billion in retroactive pay raises for its members.


All of the city’s 152 labor unions are working with expired contracts.


Thursday’s deal with the teachers union is the first contract settled by the mayor.


It could also serve as a template for other unions negotiating with City Hall.
