City schools earn poor marks when it comes to art instruction, according to a report by Controller Scott Stringer released Monday.


The controller’s review of city data from last year revealed that one in five city schools lacks a certified art teacher, despite state law mandating every student receive arts instruction by a certified teacher. In addition, 10% of city schools reported having no dedicated art room, the analysis showed.


Stringer’s office blamed the lack of art instruction on a decline in funding since 2003 — and called on Mayor de Blasio to reverse the trend.


“With new leadership at City Hall . . . we have a unique opportunity to make arts education equal for all,” Stringer said in a statement.


City education officials said they would take steps to ensure each school has a certified art teacher.
