‘Our students are not where they should be,’ state Regents Chancellor Merryl Tisch said regarding the test results.

New York state’s kids barely boosted their performance on national reading and math assessments this year, testing data published Thursday shows.

The students scored near the national average for reading and math on the 2013 National Assessment of Educational Progress exams, which are given every two years to kids in grades four and eight.

New York students’ only statistically significant gain on the assessment was a bump of about 1% in fourth-graders’ math scores in 2013 compared to 2011. They scored near the national average on all the tests.

State education officials said New York’s lackluster performance came as no surprise.

“Our students are not where they should be,” said state Regents Chancellor Merryl Tisch.

Nationwide, student performance on this year’s tests was essentially flat compared to 2011, with only tiny gains of less than 1% in math and reading.

NEAP exams are widely regarded to be the most consistent measure of student progress. The tests were unaffected by the switch to tougher standards for state exams this year.
