U.S. Circuit Judge José A. Cabranes accused a New York City attorney Tuesday of using a Muhammad Ali-style tactic to seek the delay of reforms of the NYPD’s stop-and-frisk tactics.
New York Mayor Michael Bloomberg’s bid to delay stop-and-frisk reforms suffered a beating Tuesday as federal appeals court judges took turns lambasting the city’s lawyer.
Two of the three jurists slammed city attorney Celeste Koeleveld for waiting more than a month to seek a freeze on a ruling that she argued would bring “irreparable harm” to the department.

U.S. Circuit Judge José Cabranes accused the city of pursuing a stay on the ruling at a “painfully slow pace.”
“Perhaps you’re pursuing what Muhammad Ali used to call a ‘rope a dope’ strategy,” he added, referring to the boxing legend’s tactic of covering up in early rounds so his opponent would tire.

U.S. District Judge Shira Scheindlin determined in August that the NYPD’s use of stop-and-frisk was unconstitutional. She appointed a civilian monitor to oversee changes to the practice. The city appealed.
