The City Council approved Wednesday the development of a Staten Island outlet mall and the construction of what would be the world’s largest Ferris wheel.
Empire Outlets developer BFC Partners agreed to hire only union labor for construction, which paved the way for the final vote.
Originally, BFC wanted to use only 180 union workers out of the 1,200 total construction jobs created.
Sources say the city provided financial assistance to bridge the gap.
This is the first time the city has offered any type of tax incentives for the project.
